Duties
- Manages the overall safety and occupational health programs that support over 3,000 federal employees and contractors with safety and occupational health support that supports a geographically dispersed mission
- Responsible for the management of a 10+ safety professionals that are geographically dispersed and operating under two personnel management systems (DPMAP, Lab Demo)
- Serves as the senior Safety Professional for ERDC; coordinates with HQ USACE Safety Office, Major Subordinate Command Safety Professionals, and USACE High Hazzard Working Groups
- Schedules, manages records, and generates materials for the ERDC Safety and Occupational Health Advisory Council and Safety Operations Council meetings
- Serves as the ERDC POC for safety support contracts to include National Occupational Health Center, Employee Assistance Program, and laboratory and Physician services in support of Health Clinic
- Responsible for the Corps of Engineers Safety and Occupational Health Management System implementation plan for ERDC
- Supervises the compliance of 29 safety programs for ERDC operations to include NRC-licensed radiation program, Explosive Safety Program, Dive Safety Program
- Manages a $1M+ general administration budget, Research and Development Testing and Evaluation -funded personnel, and revolving fund fee-for-service support
- Manages internal GPC program (billing officials and card holders) and approves purchases
- Supports USACE Forward Engineer Support Team medical processing ICW USACE Field Force Engineering Training at Vicksburg location
- Supervises the management and execution of the ERDC Drug Testing Program
- Responsible for the maintenance and update of several ERDC Policies for safety and occupational health
- Provides briefings to the Board of Directors, Board of Deputy Directors, and Installation Operations Command leadership on safety related topics; reports accidents timely based off severity

Specialized Experience: One year of specialized experience which includes 3 of the 4 specialized experiences:
- Managing safety or occupational health program elements.
- Developing and recommending safety and occupational health policy to higher levels of management.
- Applying safety and occupational health laws, regulations, principles, theories, practices and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
- Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0018-04 (equivalent to GS-13-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
All qualification requirements, including time after competitive appointment, must be met by the closing date of the announcement.
