Duties

  • Provides technical expertise in the planning, implementation, and evaluation of the full range of functional activities in support of laboratory and support operations, including a high number of varied and high safety risk hazards.
  • Advises installation managers and supervisors at all levels, including Laboratory Directors, on the status of the safety and health programs.
  • Serves as advisor and technical expert on all safety programs, compliance issues, and activities at a Research and Development Laboratory.
  • Develops and recommends changes in operating policies and procedures to achieve program objectives and advises management and employees on compliance where corrective action is necessary to eliminate known and potential hazards.
  • Conduct Safety meetings with key employees and management, Review recommendations to mitigate identified risks with local Safety Manager, Facilitate Safety component of New Hire orientation and training as appropriate.
  • Provide technical expertise and recommendations for planning, developing, and implementing the Accident Prevention Program at the installation. Reviews and recommends acceptance of Accident Prevention Plans, Hazard Assessments, and SOPs.
  • Plans, schedules, and conducts comprehensive safety and occupational health worksite inspections and surveys of the installation activities, both Government and contractor.
  • Plans, conducts, and/or directs periodic sampling and surveys of working conditions to determine the nature and magnitude of hazardous exposures and the effectiveness of existing control measures.
  • Investigates the hazardous conditions, practices and equipment in order to identify and analyze the nature of the hazard and the remedial action that should be taken to eliminate, correct or control hazardous conditions.
  • Uses scientific testing devices in connection with surveys of operations involving toxic, flammable, and/or explosive vapors, gases, or fumes; measures noise levels, illumination, etc.
  • As an on-site Safety and Occupational Health Specialist, conducts systematic evaluations of safety and occupational health program functions, including industrial hygiene, and directing/leading the conduct of on-site evaluations.
  • Coordinates with occupational health personnel to implement medical surveillance program for medical screening of employees exposed to particular toxic materials or physical hazards.
  • Participates with the ERDC SOH Manager in the development and conduct of safety education training programs involving occupational safety and health hazards, in a variety of high-risk, high-hazard occupations including laboratory operations.
  • Train and advise employees in risk management and in the interpretation of applicable safety and health regulations.
  • Conduct safety training for employees and management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-03. This position will be filled at the DJ-03 (11/12) full performance pay band.

To qualify at the DJ-03 grade level or equivalency, your resume must describe experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience equivalent to the DJ-02 (GS-09) grade level in the Federal service which includes 1) managing safety or occupational health program elements; 2) developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; and 3) citing and explaining violations of safety and occupational health provisions.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
