Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Support the development of the NASA Data Strategy and Implementation Plan(s), data policies, and data standards that enhance the NASA mission and align with NASA's IT Strategy, federal directives, executive orders, and laws.
- Establish program and project tracking procedures. Develop schedules and track progress against planned milestones. Anticipate risks and develop mitigation strategies that reduce the probability and impact if risks occur.
- Develop metrics and key performance indicators (KPIs) to measure NASA's data management maturity and the effectiveness of data governance practices. Develop dashboards and briefing materials for diverse audiences.
- Lead the development, implementation, and monitoring of a learning program that includes learning journeys, resources, and content to promote a data driven culture and increase data knowledge and proficiency for all levels of the NASA workforce.
- Lead cross-functional teams in the design and execution of data governance initiatives, ensuring stakeholder engagement and buy-in. Help execute and drive awareness of the Federated Data Governance Framework.
- Develop and implement a communication plan to keep staff informed about data governance initiatives, updates, and resources. Act as a liaison between the Chief Data Office and other departments to promote data governance awareness.
- Serve as a primary point of contact for data governance related inquiries. Provide ongoing support to staff regarding data governance policies and practices, addressing questions and concerns as they arise.
- Manage NASA's recurring data inventory to meet Enterprise Data Management needs and facilitate teamwork across NASA; guide the assessment and establishment of control mechanisms, processes, procedures, and policies to govern metadata and data.
- Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Champion NASA's commitment to Diversity, Equity, Inclusion and Accessibility to create an environment that promotes a commitment to safety, integrity, and teamwork.

Qualifications
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Supporting data governance, data management, change management, training development, or organizational development within a government or large organizational setting;
- Supporting the design and development of data governance practices and procedures to drive data-centric cultural change or adoption in support of organizational data management goals and objectives;
- Drafting documents, including change management plans, standard operating procedures, training materials, or meeting content, facilitating clear communication and understanding for target audiences.
- Performing data governance, data management, change management, training development, or organizational development within a federal or large organizational setting;
- Designing and developing data governance practices and procedures to drive data-centric cultural change and adoption in support of organizational data management goals and objectives;
- Preparing or presenting essential documents, including change management plans, standard operating procedures, training materials, and meeting content, facilitating clear communication and understanding that resonates with target audiences.
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
