Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Develops an integrated program and portfolio budget strategy to achieve financial integrity to ensure the budget requests are defensible and are effectively utilized to achieve NASA's goal and objectives.
- Directs cost effectiveness programs encompassing large and diverse projects. Develops long-range program and portfolio plans, goals, objectives, and milestones for evaluating the effectiveness of agency programs.
- Prepares budget, spending plans, obligates funds, reconcile accounts, and respond to financial inquiries.
- Provides financial oversight, advanced planning, and strategic guidance to technical and programmatic counterparts, Resource Management Office and Office of the Chief Financial Officer, and Space Technology Mission Directorate leadership team.
- Provides program and financial information for Agency, Office of Management and Budget (OMB) and Congressional budget briefings and hearings.
- Provides authoritative and comprehensive programmatic analysis to ensure the integration and validation of the organization's budget programs and requirements.

Qualifications
GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
- Integrating project/program requirements into the Planning, Programming, Budgeting, and Execution (PPBE) cycle;
- Reviewing budgets and providing recommendations within or across organizations to resolve budget/funding issues;
- Planning, administering, and monitoring expenditures to ensure cost-effective support of programs and independently justifying the budget for a portfolio of programs and/or projects.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Evaluating and integrating the Planning, Programming, Budgeting, and Execution functions and the formulation of the budget within a portfolio of programs and/or projects;
- Preparing independent analysis assessing financial condition of assigned portfolio, and compiling reports and findings for technical counterparts, internal and external stakeholders, and for input into presentations/justifications for submission;
- Integrating major budget formulation activities such as the President's Budget Submission and the accompanying Congressional Justification.
