Duties

  • Assist in the planning, implementation, and management of small business programs for the Kennedy Space Center (KSC) and NASA Headquarters, and attend/participate in NASA OSBP Enterprise meetings.
  • Provide guidance and recommendations to small and large businesses with regards to doing business with NASA on various missions and attend and actively participate in small business outreach events.
  • Respond to inquiries and requests for advice from businesses, including "how to do business with NASA and the Federal Government", eligibility, business development, and marketing activities questions.
  • Initiate, interpret, develop, and recommend policies and procedures designed to improve the overall efficiency of small business program activities.
  • Participate in the development of small business uniform methodologies for major procurement actions. Assist in the review and evaluation of contracting activities to determine compliance with small business laws, regulations, and policies.
  • Provide small business program advice and counsel to Kennedy's procurement, business, and technical personnel.
  • Serve as an advocate to the small business community and maintain a program designed to locate capable small businesses for current and future acquisitions and recommend portions of solicitations that can be performed by small businesses.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Reviewing acquisition requirements for small business participation for prime and subcontract awards;
  • Partnering and collaborating across multi-organizational units to build internal/external relationships to achieve small business goals; and
  • Evaluating and applying policies, processes, and procedures to support small businesses programs.
