The Role
Huntington Ingalls Industries (“HII”), the Nation's largest naval shipbuilder, seeks an experienced and dynamic attorney to act as Senior Counsel for Navy Programs and Supply Chain Management at its Ingalls Shipbuilding (“Ingalls”) Division. The selected attorney will have overall responsibility, accountability, and authority for legal matters regarding multi-billion dollar programs involving the construction of the Nation’s warships as well as other related U.S. Navy programs and supply chain matters. This position will report directly to the Vice President and Chief Counsel of Ingalls and is located on the Mississippi Gulf Coast in Pascagoula, Mississippi, on 800 acres of land along the Pascagoula River.
The primary responsibility of the person serving in this Senior Counsel position is to provide strategic and day-to-day legal and business counsel to the leadership of Ingalls, which is expected to include, but is not be limited to, the following:

Spotting issues and advising on all aspects of government contract formation and execution including fiscal law, changes, data rights, indemnity, cost and pricing issues, false claims, and the nuances of sole source contracting;

Providing primary counsel and review of unique terms-and-conditions for commercial supply chain contracting;

Advising both entry-level buyers and senior experts on emergent supply chain issues such as cybersecurity, supplier quality, warranty, delay, prime contract flow down requirements, and other contract enforcement matters;

Drafting, reviewing, and advising on letters of intent, MOUs, non-disclosure agreements, and similar agreements adjacent to, but outside of, the traditional instruments of government contracting and standard supplier terms and conditions;

Training, mentoring, and partnering with colleagues and clients across the business, at all levels of expertise; and

Providing assistance with other significant Ingalls matters and assume additional law department responsibilities as-needed, such as advising business functions on ethics, safety, an/or facilities issues.
Must Have
Juris Doctor Law degree and 9 years of experience, ideally as a practicing attorney with experience in contracts law and government contracts law (or willingness to learn government contracts law). The successful candidate must have an active security clearance or the ability to obtain a security clearance.
A member of a state bar with the ability to obtain a corporate Mississippi State Bar membership required.
In addition to the qualifications set forth above, the successful candidate must have unquestionable ethics and integrity.

The successful candidate must be a leader who serves other leaders and who brings vision, discipline, rigor, hard work, and high standards to Ingalls and HII’s Law Department. The successful candidate should be a talented attorney with the ability to understand complex legal regimes and contracts and how those regimes affect HII’s operations and employees. The ability to manage and explain legal challenges and manage legal risks will be required skills for this position. The successful candidate needs to have the ability to relate to HII’s employees. Successful lawyers at Ingalls must possess the business acumen and ability to work with HII’s executive team to ensure the company is a successful and legally compliant business. The candidate must be capable of knowing how HII’s business works and of understanding the role the legal function can play in supporting business objectives and preserving and creating value. The successful candidate must also be able to understand and, when necessary, help create complex business systems so that those systems minimize legal and compliance failures. HII needs attorneys who can deploy all of these skills to partner with its employees while remaining a steadfast guardian of HII’s brand and legal interests.
